My aunt wants to create a photo rating website for food photos. How does one write a rating system where people vote on pictures that other people submit?

For example… I do the mysql connect php mysql connect scripts before the display scripts (using macromedia dreamweaver) how can I move to an specific location to fit on the fields on the background form.

Ive alwasy wanted to create great looking HTML Mails for my newsletters solely for marketing purposes. Does anyone knows what software to use? Or is there a free service out there which offer great looking templates and all. Currently im using Outlook for my mails. Any other ideas and suggestions for creating great looking and functional e-newsletters and brochures to mail?

I have been searching the internet to find the answer i am looking for and all i seem to find is rubbish that doesnt even answer the question.
I am a newb so spare me the jiberish please. I just want to know if this is possible and if it is how do i do it?
Im running Windows Vista and sending my emails with outlook and editing my html emails with notepad.
Someone please help!
