You don’t really need to buy a book for this. Many of the blog software is just available out of the box and can be used without any technical knowledge. Try this site from Google. As they say on the site it only takes a minute to set up your own blog. https://www.blogger.com/start
If you really want to get a book about this, The Huffington Post Complete Guide to Blogging, is one of the higher selling books on web publishing.
