Is There Any Way To Use Html Code To Make A Browser Window To Always Stay On Top?

I’m trying to write code to make a browser window to always stay on top. I want to be able to use another application while at the same time viewing a browser window on top -> but I want to code this in html, java, whatever. If someone could help me I would appreciate it. Thank you.
