The text disappears if the user rolls over the image for longer than 7 secs. If the title attribute isn’t the best way to do this, what is a better way?

I’m trying to write code to make a browser window to always stay on top. I want to be able to use another application while at the same time viewing a browser window on top -> but I want to code this in html, java, whatever. If someone could help me I would appreciate it. Thank you.
